Dear Sir,

I am quite surprised at being called upon to explain your appointment, but more so to learn that you have been charged with irregularity in dealing with their pay when discharged from ships.

During my twenty-five years' experience, I can safely say that I have not known of such irregularity and I think that experience and some knowledge of these matters give me some authority to speak.

Probably those gentlemen charging you with what is tantamount to dishonesty have little or no knowledge of the difficulties that we have to contend with.
